Sergiy Silchenko is the author of more than 50 publications. Experience:

Represented the Kharkiv Region Governor Arsen Avakov in the lawsuit against the Kharkiv Region Council to reverse the decision on announcement of non-confidence vote to Mr. Avakov. On April 3, 2007 the Supreme Court of Ukraine ruled in favor of the Governor (2006-2007).
Represented Production and Exploitation Enterprise "DERZHPROM" in a lawsuit on invalidation of the decision by the Interagency Commission for Government Purchases to exclude the Enterprise's representatives from the Enterprise's Tender Committee. In June, 2008 the Kharkiv District Administrative Court satisfied the claim in full (2008).
Represented the Rector of the National Pharmaceutical University in a lawsuit against the Kahrkiv Region Labor Inspection to cancel the administrative penalties (2008). The courts of two instances ruled in favor of the client.
Supported more than 50 government purchases in 2005 - 2008 by the following institutions: National Pharmaceutical University, State Scientific Research Institution "Institute of Mono -crystals" of the National Academy of Sciences of Ukraine, and the Production and Exploitation Enterprise "DERZHPROM".
Supported the VI National Convention of Pharmacists of Ukraine held by the National Pharmaceutical University (2005).
Advised the Head Administration of Economy and Municipal Property of the Kharkiv City Council in the course of the tender for the services agreement on support in emission of municipal bonds to the amount of UAH 100 million, and subsequently successfully defended the tender results in court (2005).
Successfully implemented the strategy to protect the rights of the Director of the State Enterprise plant "Electrotyazhmash" against the claims by the ex-Director who was reinstated under a court ruling. As a result, the reinstatement ruling was reversed (2006 – 2007).
Represented UKRGAZDOYCH Subsidiary Company in the lawsuit against the Balakliya District Tax Authority of the Kharkiv Region to annul the Authority's tax claims. The client's was exempt from paying the amount of more than UAH 133 million (2008).
Represented State Enterprise plant “Electrotyazhmash” in the case on invalidation of fines in the amount of more than UAH 1.6 million imposed by a specialized tax authority for major taxpayers. The claims were satisfied in the amount of more than UAH 1.4 million (2008).
Represented the Head Administration of the Ministry of Emergency Services of Ukraine in the Kharkiv Region in the lawsuit filed by the ex-deputy of the Administration's Chief Officer and by the Chief Officer of one of the fire stations on reinstatement in office. The courts of all instances ruled in favor of the client (2005 – 2008).
Lead a group of INYURPOLIS lawyers that developed internal labor regulations for the following companies founded by foreign investors: EchoStar Ukraine LLC, Alpha Medical Ukraine LLC, ASTI-2 LLC, LOGICA LLC (2008).
Developed the algorithm for employment of the Kharkiv International Airport employees in the course of the lease of the Airport going concern (2008).
Held training courses on government purchases of Johnson&Johnson staff (2007).

Pro bono

Advised the Municipal Company "Kharkiv Regional Philharmonic" on the tender for the contract on reconstruction of the Philharmonic's premises, and subsequently successfully defended the tender results in court (2007).
Represented the Kharkiv Region Governor in the lawsuit against the members of the Kharkiv Region Council on protection of honor, dignity, and refutation of slander (2006 - 2008).
Advised the following state authorities and publicly funded organizations of Kharkiv on government purchases: Kharkiv Regional Clinic for Children No.1, Kharkiv Regional Orphanage No.1, Kharkiv Region State Administration (Governor's Office) (2005 - 2008).

As of 2000 Sergiy Silchenko is an associate professor of the Department of Labor Law at the National Law Academy of Ukraine named after Yaroslav Mudryi. He teaches the courses of Labor Law and Social Security Law.
